All Skimmed milk-powder, extra grade are categorized under IS 13334 (Part-2). All  brands that meets IS 13334 (Part-2) standards are required to get ISI Certification before its launch or import to the Indian consumer market. ISI Certificated will be issued to the manufacturer only (not to dealer/trader or distributor) whether manufacturer is in India or in abroad does not matter.
